Performance Accountability & KPI Requirements
Matthew’s Africa Program Metrics:

Tolerance Policy: 10-20% variance allowed for circumstances including:
- Natural disasters or infrastructure disruptions
- Health emergencies or personal incidents
- Regional political or economic instability
- Force majeure events beyond reasonable control
Consequence for Non-Performance: If Matthew’s program fails to meet metrics and is discontinued, Patrick’s program management compensation reduces to $1,000/month for overseeing remaining activities.
Budget Reallocation Protocol: In the event ARM 3 (Africa Expansion) is paused or cancelled due to performance failure, the allocated budget will be automatically redirected to ARM 1 (Core Ledger Architects Program) for South American expansion and increased event frequency. Africa outreach will continue through existing Syscoin ambassadors at a reduced scope. This ensures campaign funds remain deployed for developer onboarding while maintaining some African presence without the extensive infrastructure investment.
Monthly Reporting Requirements:
All program managers must provide detailed reports by the 2nd week of each month including:
- KPI progress and metric achievements

Dynamic Funding & SYS Price Protocol

- Surplus management: Additional gains beyond equilibrium point set aside in USDT value for future SMT discretionary campaigns
Price Depreciation Protection:
